Job Description

Under the direction of the Leased Housing Central Office Assistant Director, the Landlord Outreach Unit Housing Manager will perform work in a timely and responsible manner, with oversight of Leased Housing Department policies and procedures. The Housing Manager will be directly responsible for all aspects of the Landlord Outreach Unit’s goals and objectives. Responsibilities Oversee the day-to-day operations of the Landlord Outreach Unit, supervising a staff of 5. Liaison with NYC’s Department of Health and Mental Hygiene (DOHMH) and the U.S. Department of Housing and Urban Development (HUD) on confirmed Elevated Blood Lead Level (EBLL) lead‑based paint cases. Maintain the Lead Paint log; suspend and reinstate subsidies for EBLL cases. Oversee the processing of HUD EIV deceased tenant move‑outs, reports, and approve recoupments of S8 overpayments to landlords. Monitor eviction certifications (non‑payments & holdover actions). Manage the disposition of all Siebel landlord information service requests for the unit. Manage Owner Extranet accounts and liaison with NYCHA IT. Review and approve all payment adjustments for missing payments. Analyze and prepare monthly reports for the LHD Director for Central Office Operations; oversee LHD employee PIC certifications. Prepare and schedule webinars for new Section 8 landlords. Other duties as assigned. Minimum Qualifications A baccalaureate degree from an accredited college and at least three years of full‑time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments. Experience may include interviewing applicants, determining eligibility, gathering and evaluating information to resolve complaints, collecting rents, and/or resolving tenant‑related problems. A four‑year high school diploma (or equivalent) and at least six years of full‑time satisfactory experience as described in the preceding item. A satisfactory equivalent combination of education and experience as described in items 1 or 2. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full‑time satisfactory experience. All candidates must have a four‑year high school diploma or its equivalent. Preferred Skills Bachelor’s Degree or equivalent experience. Knowledge of the Housing Choice Voucher (Section 8) Program and related compliance functions and HUD rules and regulations. Extensive knowledge of the Siebel Database and proficiency in Word, Excel, Microsoft Teams, PowerPoint, Outlook, and other database systems. Strong communication skills, both verbal and written. Ability to interpret policies and guidelines, make sound decisions, prepare clear concise reports, and recommend improvements. Ability to establish and maintain effective working relationships with peers, superiors, residents, community service agencies, and the public; manage multiple priorities and demands, analyze situations, identify problems, and offer solutions. Ability to interface with all levels of staff and external customers. Excellent written and communication skills.
