Position Summary

The Housing Services Manager oversees the daily operations of designated residential homes while ensuring that the organization's HUD-assisted housing properties operate in full compliance with all applicable U.S. Department of Housing and Urban Development (HUD) regulations and program requirements.

This role combines hands-on residential engagement with HUD compliance oversight . The Housing Services Manager is responsible for maintaining safe, respectful, and well-managed living environments while managing tenant certifications, regulatory reporting, and compliance monitoring across the organization's HUD housing portfolio.

This position works closely with residents, maintenance personnel, and housing authorities to ensure high-quality housing environments and regulatory compliance.

Important Role Consideration (Resident-Facing Component)

This position includes a significant resident-facing component. The Housing Services Manager serves as a primary contact for residents and is expected to maintain an ongoing presence in two (2) specific homes, build relationships, and respond to day-to-day needs and concerns.

Candidates seeking a primarily office-based or administrative role may not find this position to be a good fit.

Key Responsibilities

HUD Portfolio Compliance (Five Homes)
  • Manage tenant eligibility certifications, annual and interim recertifications in accordance with HUD regulations
  • Ensure accurate income determinations, rent calculations, and asset verifications
  • Maintain tenant files and documentation in compliance with HUD standards
  • Manage reporting through HUD systems (TRACS, EIV)
  • Track compliance deadlines and regulatory reporting requirements
  • Conduct internal audits of tenant files and documentation
  • Prepare for HUD inspections and Management and Occupancy Reviews (MORs)
  • Coordinate responses and corrective actions for compliance findings
  • Support waiting list administration and tenant selection processes
  • Maintain documentation related to fair housing and reasonable accommodations
  • Provide guidance and training to staff on HUD compliance
  • Assist with HAP contract renewals and regulatory documentation
Residential Housing Oversight (Two Homes)
  • Oversee daily operations to ensure safe, clean, and well-maintained homes
  • Build positive, respectful relationships with residents
  • Address resident concerns, questions, and conflicts promptly
  • Foster a supportive environment that respects independence and dignity
  • Conduct routine inspections for safety and cleanliness
  • Coordinate maintenance and repair needs
  • Ensure adherence to safety procedures and house policies
  • Support residents through communication and problem-solving
Additional Responsibilities
  • Support tenant applications, lease renewals, and move-in/move-out processes
  • Maintain organized housing and compliance records
  • Ensure strict confidentiality of resident information
Requirements

Minimum Qualifications
  • Bachelor's degree in housing, public administration, business, social services, or related field preferred
  • Minimum of two (2) years of experience with HUD-assisted or affordable housing programs
  • Knowledge of HUD regulations, tenant certification processes, and compliance standards
  • Strong attention to detail and ability to manage regulatory documentation
  • Excellent organizational and communication skills
Preferred Qualifications
  • Experience with HUD systems such as TRACS and EIV
  • Experience with Section 202 or Project-Based Section 8 programs
  • Certifications such as HCCP or COS
  • Experience supporting HUD audits, inspections, or MORs
  • Experience in supportive housing or residential programs

Work Environment

This position includes both office-based work and regular onsite presence in residential homes. The role requires consistent interaction with residents, staff, maintenance personnel, and external housing partners.
